A couple of fans look over the empty stands at Heinz Field on Sept. 1 in Pittsburgh. The Steelers are trying to convince a judge that the city-county Sports & Exhibition Authority should pay about two-thirds of the $38 million the team expects it will cost to add 3,000 seats to the 11-year-old stadium.
