JOHNSTOWN — A Richland Township man accused of firing a shotgun blast into an unoccupied Richland Township Police Department cruiser on Sept. 13 was transferred from Conemaugh Memorial Medical Center to the Cambria County Prison on Thursday.

Cambria pays off remainder of debt payment

Cambria County’s struggle – and delay – paying last year’s debt payment to the Cambria Somerset Authority has created some tense moments between the pair this year.

So when Cambria County Commissioner Mark Wissinger walked into Thursday’s meeting with the check for the remainder of their annual nearly $350,000 debt payment, he could only smile when board members playfully applauded.

“Two weeks early,” he said, joking that he should have waited to break the news until the CSA boardroom was full.

Jokes aside, Wissinger said the county, which has dealt with end-of-the-year cash issues for years, was able to pay the $190,193 balance due thanks to unrelated state reimbursements.

Somerset County also pays approximately $350,000.

CSA Chairman Jim Greco credited Cambria for its early payment, noting “we know they are struggling.”

Donegal man dies in one-vehicle crash

DONEGAL – A Donegal man died Wednesday in a one-vehicle accident on state Route 31 in Westmoreland Township, authorities said.

Ralph W. Skovira, 22, was driving a 2003 Audi at 2:51 a.m. when he failed to negotiate a right curve just northwest of Thompson Road in Donegal, state police in Westmoreland County said.

The vehicle traveled off the road about 114 feet before hitting a utility pole and then a tree.

The car rotated onto its right side before being engulfed in flames, troopers said.

Skovira died at the scene, troopers said.
