CRESSON — Mount Aloysius College President Tom Foley has been named to the Irish Voice newspaper’s 2012 Irish Education 100.

The list honors the top figures in education across North America who have Irish heritage.

Foley, who is the 13th president of the Cresson-based college, was named to the list for the second consecutive year.

“I think that my grandparents, who came to this country in their teens, and my parents, themselves high school graduates, would all be very proud,” Foley said regarding the honor.

Foley worked for peace in Northern Ireland during the height of the partisan period known as The Troubles. He took a two-year leave of absence from Yale Law School to return to Belfast, where he volunteered with Peace People.

He also was co-founder of the Committee on the Administration of Justice, the only nonpartisan justice organization in Northern Ireland at the time. The organization is still in operation.

Foley’s illustrated monograph, “Right and Responsibilities of Young People Under the Law,” was the first effort to explain the workings of the legal system to young people who were increasingly subject to it. The piece continues to be republished by several youth organizations in Northern Ireland and has been the subject of numerous radio and television stories.

His article, “Public Security and Individual Freedom: The Dilemma of Northern Ireland,” published originally in the Yale Journal of World Public Order, has been cited in other journals and used in court cases.

Foley also wrote an analysis of the failure of international human rights teams to address the situation in Northern Ireland and one on the importance of independent police review boards.

He received the award at a ceremony held recently at the New York City residence of Irish Consul General Noel Kilkenny.
