No county jails: Cameron, Forest, Fulton,

Juniata and Sullivan are rural counties in Pennsylvania that have given up on operating a county prison.

Study findings: From 2004 to 2010, the population in rural county jails in Pennsylvania increased 17 percent, but on average, rural jails were at 84 percent capacity.
