Franklin Paul Garland

HARTLY, DEL. — GARLAND – Franklin Paul, Hartly, Del., died Nov. 15, 2013. He was born in Brookville on April 18, 1933, to George and Nellie (Kirkpatrick) Garland. Upon graduating from high school, he enlisted in the U.S. Army where he served as a chaplain’s assistant. Leaving the Army, to help provide for his family after his father’s passing, he worked a number of jobs. Eventually, he was able to work his way through college. After graduating from Indiana University of Pennsylvania, formerly Indiana State Teachers College, he was commissioned an officer in the U.S. Medical Corps where he served with distinction both in Vietnam and later at the Walter Reed Army Medical Center in Washington D.C. He was the recipient of the Legion of Merit and the Bronze Star with two Oak Leaf Clusters as well as various other awards. He retired with the rank of major. While working in the public health care sector he obtained his doctorate in public health. He then transitioned to the private sector where his work took him abroad. Upon retirement, he returned to his theological studies and obtained a doctor of divinity degree. Following his ordination to the priesthood, he founded a mission church in 2003, The Pre-cathedral Church of the Holy Spirit, on Bradford Street in Dover, Del. He was consecrated as bishop and became archbishop of the Diocese of Delaware. The church will celebrate its 10th anniversary Nov. 20. He proudly served as chaplain of the Priory of the Delaware, Sovereign Military Order of the Temple of Jerusalem. He loved traveling abroad, reading, gardening, the fine arts and spending time with his family. He was predeceased by both parents, and his brother, Richard L. Garland, New Jersey. He leaves behind his son, Christopher Garland, and his wife, Tammy Lynn; a sister, Rowena Witt, and her husband, William; a brother, Winsome Garland, and his wife, Sandra; and several nieces, nephews and many dear and close friends from all over the world with whom he has maintained contact over the years. Visitation will be from 7 to 9 p.m. Tuesday, Nov. 19, 2013, at Pippin Funeral Home, 119 W. Camden-Wyoming Ave., Wyoming, Del. Service will be at 1 p.m. Wednesday at the funeral home. Burial will be private. In lieu of flowers, the family requests donations be made to the Chapel of the Holy Spirit, 118 South Bradford St., Dover, Del. 19904.
