Randolph G. Whittle Jr.

JOHNSTOWN — WHITTLE – Randolph G. Jr. ”Randy,” 82, Johnstown, died May 14, 2013, at Memorial Medical Center, after suffering from an extended illness. Born May 16, 1930, in Roanoke, Va., son of the late Randolph G. Sr. and Josephine (Parrott) Whittle. Preceded in death by sister, Josephine Thornton. Survived by wife, Lucie (Stevens) Whittle; children, Ran Whittle III, married to Christina (Farbaniec), Irvine, Calif.; Arthur Whittle, Los Angeles; Lee “Bo” Whittle, Johnstown; and Lillian Anderson, married to Nicholas, Morgantown, W.Va.; and grandson, Zachary Whittle. Also survived by brother, John P. Whittle, married to Sandra (Baker), Roanoke; and brother-in-law, Stafford Thornton, Whispering Pines, N.C. Randy, after graduating from the local public schools in Roanoke, entered Washington and Lee University and graduated in 1952. Seeking a career as a city manager, he graduated with an MGA from Fels Institute of Local and State Government, University of Pennsylvania. He entered the U.S. Navy in late 1954 and on May 5, 1955, was commissioned an ensign and served as a naval air intelligence officer. Discharged from the Navy in January 1958, he was immediately sworn in as city manager of Bluefield, W.Va., a position he held for 8 1/2 years. Randy’s career next took him to Baltimore, where he soon became assistant director of the then Baltimore Regional Planning Council. From 1972 until 1979, he was with the Florida State Planning Division, having served as director from 1976 until 1979. In 1979, Whittle became executive director of the Greater Johnstown Committee. He was chairman of the Charter Revision Commission that led to the present council-manager home-rule charter. He also served as acting city manager of Johnstown for nearly a year, mostly in 1998. Fascinated with Johnstown’s past, Randy authored a two-volume Johnstown History. (Part I – 1895-1936 and Part II – 1937-1980.) He also had written a comic novel about local government titled, “The Mayor, the Town and the Money Tree.” Randy was a member of St. Mark’s Episcopal Church, where family and friends will meet for a funeral service at 1 p.m. Saturday, the Rev.
