The president has vowed to circumvent Congress to bring about reforms. He will be joined Wednesday by Treasury Secretary Jacob Lew at a U.S. Steel Corp. plant in West Mifflin to tout a new savings program geared at workers whose employers don’t offer retirement plans.

Single-digit temperatures and below-zero wind chills continue to be the rule across the state as some schools remained closed because of the bitter cold. Temps should reach double digits later Wednesday and the 30s by the weekend.
